Public Outcry Needed: LPNs Demand Transparency from Alberta Health Services (AHS) and AUPE on Hidden ALRB Complaint

Calgary, AB — July 12, 2025 — Licensed Practical Nurses (LPNs) across Alberta are sounding the alarm. Two months after AHS filed a bad-faith bargaining complaint against AUPE—information only uncovered by chance on AHS’s InSite portal on July 11—frontline LPNs demand immediate disclosure of all related documents and clear explanations for the secrecy.

Demands

- Release the full meeting minutes from the bargaining session that triggered AHS’s ALRB complaint (Process File GE-09406), from both AUPE and AHS.  

- Provide the official summary of the closed ALRB resolution conference scheduled on July 16, 2025 as soon as possible.

- Each party must explain why this critical information was withheld from stakeholders until uncovered on July 11.

Timeline of Events

-  April 9 – AUPE issued a public bargaining update outlining the breakdown in negotiations. In this update, AUPE reported that AHS had walked away from the bargaining table and refused to continue discussions. The union expressed deep frustration with the employer’s unreasonable stance and emphasized their commitment to moving forward with the Auxiliary Nursing Care Essential Services Agreements (ESAs). - April 11, 2025, Alberta Health Services sent a province-wide email clarifying that it had not walked away from negotiations with AUPE after 19 days of bargaining, announcing its intent to seek formal mediation following completion of the ESAs, and affirming its commitment to a fair settlement that supports frontline staff—while expressing disappointment at AUPE’s refusal to present market-based proposals or engage in mediation.

- April 12, 2025, AUPE issued a response disputing AHS’s narrative, criticizing wage disparities, and demanding fair compensation for members.  

- May 8, 2025: AHS, Recovery Alberta and Primary Care Alberta file a bad-faith complaint against AUPE under Sections 12 and 60(3) of the Labour Relations Code.  

- May–July: Neither AHS nor AUPE informs their members or frontline staff. Even though AUPE released several bargaining updates and held 3 townhalls.

- July 11, 2025: Notice of the complaint surfaces only via AHS’s internal InSite platform by accident.

- July 16, 2025: Closed ALRB resolution conference in Edmonton.
